• The Electromagnetic Spectrum Management Unit, in the
Division of Astronomical Sciences at NSF manages all
radio spectrum issues for the Foundation
• HIAPER is an NSF (government) project, and all radio
spectrum use must be certified appropriately
• As the radio spectrum grows ever more crowded, it is
important to plan instrumentation carefully
• NSF can help with selection of frequencies, approval of
their use, and protection against unwanted interferenceGov’t Regulation
• All Gov’t spectrum use by “major systems, particularly
space systems” must be certified by the National
Telecommunications & Information Administration
(NTIA) before any transmissions can take place
• Routine uses of spectrum must also be authorized
• Certification applies to passive sensing as well
• Passive systems should be certified so that action can be
taken if other services interfere
• Spectrum certification is conducted by the Spectrum
Planning Subcommittee (SPS) of the Interdepartment
Radio Advisory Committee (IRAC)
• US Government and private sector spectrum use is
managed separately
