Underwater wireless optical communications is an emerging solution to the expanding demand for broadband links in oceans and seas. In this article, a cellular underwater wireless optical code division multiple-access (UW-OCDMA) network based on optical orthogonal codes (OOC) to provide broadband links among many users is described. Fundamental key aspects of the network such as its backhaul architecture and its power control algorithms are presented. In particular, probable design challenges regarding cell edge coverage, blockage avoidance, and increasing number of active mobile users are discussed. Furthermore, potential applications of the proposed network in underwater mobile users communications, local sensor networks, and underwater localization are presented.
